JOB PURPOSE:

To perform monitoring activities within a specific coverage area and provide reports to support the effective delivery of assistance packages. 

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Coordinate and monitor the implementation of the food and CBT assistance programs (GFA, nutrition, school feeding and livelihood complementary activities) for Sahrawi refugees living in the refugee camps, in close collaboration with partners and the community.
  2. Monitor and review the food movements such as food dispatches and distributions at the distribution sites. Verify if the amounts received in term of quantity and quality have been properly recorded and reported directly to M&E team leader through the feedback matrix (in MODA) resolving routine issues and escalating where appropriate, to ensure that the quantity distributed, and the quality of the operation is in line with WFP standards.
  3. Monitor all activities in close coordination with local authorities and relevant partners (GFA, Nutrition, School feeding and complementary activities. Collect monthly market prices monitoring data in the Sahrawi camps, Tindouf city and Algiers.
  4. Prepare monthly subjects/ questions for the FGDs that are held with beneficiaries in the camps in coordination with Cooperating partners.
  5. Enter all monitoring data collected (PDM, onsite GD/Nut/SF and complementary activities questionnaires) in MODA platform using tablets/laptops/Smartphones.
  6. Enter distribution data in COMET system and ensure monthly reconciliation between handover to CP and CP distribution reports.
  7. Conduct the Physical Inventory (PI) of food on a monthly basis in coordination with Programme and Logistics units, relevant partners, and local stakeholders.
  8. Updating monthly the M&E recommendations and action points matrix and participate in coordination meetings with Programme unit to provide concrete evidence to the issues brought from WFP field monitoring visits and related feedback received from the cooperating partner.
  9. Report regularly (after each field visit) on concerns and comments from refugees and cooperating partners via the issue tracking matrix tool to support identifying programmatic issues. Document good operational practices and any concerns regarding gender and protection observed on ground.
  10. Coordination with Sahraoui Red Crescent (MLRS) to prepare the on-site distribution monitoring plan for each month. Prepare monthly monitoring plans and calendars jointly with UNHCR.
  11. Draft monthly and quarterly M&E reports
  12. Contribute to missions, market assessments, donor’s missions, rapid need assessments, Food security assessment, nutrition survey, AGDM and any other mission upon request.
  13. Participate and organize events at the camps with the refugees and partners such as World Food Day, International Women’s Day, Drawing competition, World Refugee Day and other events.
  14. Ensure WFP visibility in all WFP assisted sites. • Participate in WFP sensitization and awareness activities (SBCC) when required.
  15. Follow set emergency response processes and procedures for emergency food assistance.
  16. Provide guidance to other team members on specific knowledge acquired with WFP (Monitoring good practices in the camps)
  17. Perform any other unit tasks as required.
