Position Overview: 

Action Against Hunger is a leading humanitarian agency working to combat hunger, malnutrition and its determinants in over 45 countries worldwide. 12 years into the Syrian crisis, Jordan remains host to 1.36 million Syrian refugees (83% of whom live among host communities), in addition to over 90,000 refugees largely from Iraq, Yemen, Somalia and Sudan.

Working in Jordan since 2013, Action Against Hunger has focused its response on WASH, Food Security and Livelihoods, and MHPSS programming for refugees and vulnerable Jordanians, both in camps and host communities. Action Against Hunger’s 2020-25 country strategy aims to strengthen the resilience of vulnerable people to socio-economic and environmental challenges in Jordan with an emphasis on rural and peri-urban women and youth. As of 2023, Action Against Hunger has operations across Amman, Irbid, Mafraq, Zarqa and Madaba with over 70 staff.  

Action Against Hunger Jordan’s Senior Gender Officer will play a key role in role within the Programs Department to ensure that the country program meets its gender minimum standards and that gender is mainstreamed across the project cycle. Reporting directly to the Program Quality Manager, the Senior Gender Technical Officer will be based in Irbid with regular travel to Action Against Hunger project sites as needed. The role will work closely with Program Managers and partner staff to conduct gender analyses, provide gender training and assess the inclusion of gender considerations across activities. The Senior Gender Technical Officer will in particular play a key role in supporting the newly established ‘Grow Economy’ project working across consortium partners to promote sustainable, gender-inclusive, and decent economic opportunities for Syrian refugees and vulnerable Jordanians in the agricultural sector.

Responsibilities:

1) Ensure gender mainstreaming across the project cycle

  • Develop and implement gender-mainstreaming strategies within the “Grow Economy” project, ensuring that gender considerations are integrated into all project activities.
  • Working closely with the Program Manager and partners, develop gender-responsive materials and methodologies for awareness sessions, ensuring they address the specific needs and challenges faced by women in the agricultural sector.
  • Conduct a comprehensive service mapping exercise to identify and map gender-based violence (GBV) case management service providers.
  • Working closely with the Program Quality Manager, provide technical guidance and support to project and partner staff in mainstreaming gender throughout their work.
  • Support the analysis of the value chains and roles within the value chains, identifying areas with higher potential for women’s participation and economic empowerment.
  • Work with Program Manager and Program Quality Manager to design methodologies and criteria for beneficiary selection that prioritize women’s inclusion and empowerment.
  • Work with project partners to engage women workers and key stakeholders in the development of a gender-responsive Code of Conduct that addresses the identified challenges.
  • Develop targeted community outreach strategies to reach and engage women, ensuring their meaningful participation in project activities.
  • Collaborate with local stakeholders to identify barriers and challenges faced by women and design appropriate interventions to address them.
  • Provide guidance and support in developing gender-responsive training programs and coaching sessions for project participants.
  • Organize and facilitate family dialogue sessions for women farmers, promoting inclusive decision-making processes within their households.
  • Develop referral pathways to connect women farmers with additional support services, such as counselling, legal assistance, or financial resources.
  • Provide recommendations on how to enhance women’s engagement and opportunities within the identified value chains.
  • Collaborate with Eco Consult and other partners to ensure that market-mapping exercises consider gender dynamics and opportunities for women’s economic inclusion.
  • With the support of the Program Quality Manager do a baseline of the integration of gender equality in the organization and according to the result, plan activities (including MEAL activities), procurement and expenditure, and manage available resources to achieve the project objective.

2) Provide capacity building and training on gender and social inclusion topics

  • Develop and deliver training sessions on gender equality and women’s empowerment for project staff, partners, and beneficiaries.
  • Build the capacity of project staff to apply gender-sensitive approaches and tools in their work.
  • Facilitate gender-focused workshops and discussions to promote dialogue and learning among project stakeholders.

3) Contribute to effective gender sensitive monitoring and evaluation

  • Work with the MEAL team to develop gender-sensitive indicators and tools for monitoring and evaluating the impact of project activities on gender equality and women’s empowerment.
  • Work with the Program Manager and MEAL team to prepare regular reports on gender-related project outcomes and recommendations for further action.
  • Support the conduct of a gender analysis, and assessments to identify gender gaps, vulnerabilities, and opportunities within the agricultural sector.
  • Identify, address and report barriers faced by women entrepreneurs, including access to resources, skills development, and market opportunities.
  • Work in close collaboration with the MEAL team to ensure assessment tools and processes capture gender mainstreaming effectiveness, gender and age disaggregated data in line with gender minimum standards.  
  • Work closely with the Program and MEAL team to ensure systems are established to capture key learnings on gender integration throughout the life of projects.
