General Description:
The Protection Field Officer (FO) contributes to the design, implementation and monitoring of the delegation’s protection activities, mainly Protection of Civilian Population (PCP). The position will cover PCP activities in Southern Lebanon based on the identified PCP priorities, mainly in relation to the ongoing Conduct of Hostilities (CoH) and acts/fears related to N/IAC, internal displacement, Health Care in Danger (HCiD) and individual follow up of most vulnerable affected persons. The Protection FO could also support other Protection files, particularly Protection of Family Links (PFL), based on needs, mainly during field assessments, including through the identification and referral of individual cases to the concerned units/departments.
Objectives and Tasks:
- Documents PCP events as per the delegation’s PCP strategy and priorities, guidelines, and working procedures in a timely manner and to a high standard, including with proposed follow-ups.
- Organizes and carries out, autonomously or with other colleagues, field trips, PCP assessments and meetings with key stakeholders.
- Drafts Field Trip Reports and contributes to the drafting of speaking points for PCP meetings and ad-hoc interventions with concerned interlocutors based on PCP findings.
- Monitors the media and open sources and consults community focal points and key stakeholders to identify and flag incidents and trends that are relevant for PCP documentation and follow up.
- Receives visitors and phone calls directed to the Protection team, identifies PCP concerns for follow-up and liaises with other departments and external organizations for referrals (e.g. Prot units, EcoSec, Health, WatHab).
- Conducts confidential interviews with Internally Displaces Persons (IDPs) and people affected by the Southern conflict for PCP documentation and follow up, in line with ICRC working modalities.
- Creates PCP events on Prot6 following documentation of events through first hand sources or after identification of incidents that need to be followed up through first hand documentation. Coordinates with Data colleagues to upload on Prot6 any conducted follow up event or activity.
- Conducts assigned follow-ups of individual protection cases, including referrals, and PCP events autonomously and according to standard procedures, including any meetings with authorities/actors and oral representations when requested.
- Follow-up on individual cases of victims of landmines/cluster munitions/UXO, for PCP documentation and referral to the departments concerned (Health, EcoSec).
- Maintains a relevant network of interlocutors in line with the PCP priorities and division of tasks. Attends the Protection Working Groups of various AoR based on needs, highlights issues of concern and drafts the respective MoMs.
- Presents and represents the PCP action at the local level in coordination with the wider team when requested (e.g. dissemination, trainings).
- Ensures the timely and consistent reporting of any PCP activities undertaken in cooperation with relevant colleagues (e.g. MoMs, field reports, data entry, relevant documents on TS).
- In general, represents the ICRC by providing general briefings on the mandate and activities in Lebanon to communities and stakeholders during field activities.
- Contributes to the development of the overall PCP strategy and action through active discussions with the coordination team.
- Actively participates in any PCP or other relevant trainings, supports in the preparation of the trainings.
- Collects, compiles, and interprets protection-related information (with appropriate care for staff risk management).
- Analyses and contributes to written internal reporting and activity programming (as part of institutional exercises).
- Supports and monitors protection concerns, patterns and trends including through coordination with other departments during field activities (Health, EcoSec, WatHab and Prot).
- If relevant and needed, monitors trends related to weapon contamination and contributes to deploying an adequate response (e.g. awareness raising activities for affected communities).
- Proactively works towards their own professional development with the support of the PCP file holder.
General Duties:

- May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary.
Additional Duties:
- Is aware of the delegation’s objectives and has a good knowledge of the Movement and other contacts relevant to the position.
- Collects and shares information so as to improve the ICRC’s understanding of the environment and humanitarian trends and responses.
- Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image.
- Takes responsibility for own professional learning and development.
Job Details:
- Job Location: Beirut, Lebanon.
- Working Schedule: Monday till Friday, from 8 Am till 5 Pm.
- Contract Type: Fixed Term, until 31.12.2024 (renewable based on performance and need for position).
- Salary Package: USD 2,037 – 3,518 per month (As per ICRC salary scale, salary setting processes will determine fair setting in coherence with the qualifications of the applicant and the requirements of the job).
